The Elizabeth (Betty) Spencer Scholarship was established in 2001 to remember Betty Spencer who served Girl Guides of Canada–Guides du Canada faithfully for many years. At the time of her passing, Betty Spencer was the Provincial International Director and had demonstrated her enthusiasm for and dedication to post-secondary learning by Guiding members. The purpose of this scholarship is to encourage and assist with such further education and training for active members of the Newfoundland and Labrador Girl Guides in a recognized post-secondary Canadian institution. The Elizabeth (Betty) Spencer Memorial Scholarship is provided annually to a registered member of Guiding in Newfoundland and Labrador, who meets all the requirements for a Girl Guides of Canada Scholarship, and who is the highest ranking non-recipient of a GGC Scholarship from Newfoundland and Labrador in the year of her application. The amount of the Scholarship to be awarded is determined annually by the Provincial Council. There is no separate application for the Betty Spencer Scholarship. Applicants complete the GGC Scholarship Application to apply for any GGC National Scholarship. Once the selections for the GGC scholarships are made by the National Scholarship Committee, the committee will advise NL Provincial Council of the highest overall score for an NL applicant who hasn't already received a national scholarship. The recipient will be confirmed by the Provincial Council and notified by the Provincial Commissioner. The recipient is expected to provide confirmation of acceptance at a Canadian educational institution, a photo for publication, and a written acknowledgement by October 31 of the value of the scholarship to her.
